Freeze the requirement first, then normalize each quote into the same currency, quantity, Incoterm and cost categories. Keep unknown freight, duty, destination delivery, installation or testing visible. A quote with a lower product price may have a higher total cost or a weaker commercial scope. The result should identify the lowest known or estimated landed cost, not declare the best supplier.
Why supplier quotations are difficult to compare
One quote may use a lower material grade, larger price tier or standard packaging; another may include tooling, export packing or FOB origin costs. Currencies and terms can differ.

Freeze specification, quantity, currency and validity
Confirm identical material, dimensions, tolerances, function, model, color, accessories, packaging and customization. Normalize the current order quantity and price tier; do not compare a 1,000-unit tier with a 3,000-unit tier.
Record the quote currency and the conversion rate used for comparison. Keep the original currency visible. Check the quotation expiry date and whether metal, resin, exchange-rate or freight changes may trigger a revision.
Confirm the Incoterm and named place
EXW, FOB, CIF and DDP do not cover the same delivery responsibilities. Record the exact named factory, port or destination and the Incoterms version. "FOB China" is incomplete; "FOB Ningbo, Incoterms 2020" is clearer.
Do not assume CIF includes destination customs clearance, duty or final delivery. Do not assume a DDP label proves that all legal and operational arrangements are valid. Use the Incoterms Responsibility Checker and keep excluded items visible.
Unit price, MOQ, sample, tooling and packaging
Record unit price and MOQ separately. Add sample fees only where relevant to the buying decision; do not bury them in a bulk unit cost without noting the treatment. Allocate tooling to the current order only when that is the chosen planning basis, and keep the original one-time amount visible.
Compare logo setup, custom packaging, barcodes, export cartons and per-unit packing charges. A standard-pack quote is not equivalent to a retail-ready private-label quote.
China domestic, export and origin charges
Depending on the Incoterm, buyer-side costs can include supplier pickup, China trucking, warehouse receiving, consolidation, export declaration, documentation, terminal handling and LCL CFS charges. Record each confirmed amount and identify who quoted it.

Freight, insurance, duty, tax and destination costs
Enter international freight and cargo insurance separately when they are not included. Add applicable import duty, VAT or GST, customs brokerage, destination terminal charges, storage risk and final delivery. A forwarder may need final carton dimensions, weight, CBM and address before confirming them.

Inspection, testing, lead time and payment terms
Compare inspection access, test reports, new testing fees, sample approval and defect criteria. Then compare production lead time, payment milestones, final-balance trigger, warranty, claim remedy and spare-parts availability.
A shorter lead time is not automatically safer if the supplier has not confirmed material availability or quality controls. A lower deposit can reduce exposure, but payment terms do not replace legal-entity and bank-beneficiary checks.
Supplier legal entity and factory versus trading company
Confirm which company issued the quotation, will sign the order and will receive payment. Review its business licence information and explain any third-party beneficiary. Use the Supplier Risk Checker before treating commercial responsiveness as proof of identity.

Zero is a known numerical value. Unknown means the amount has not been established. Keeping those states separate prevents an incomplete quote from appearing artificially cheap.

Quote completeness, total landed cost and unit landed cost
Calculate known total and unit landed cost while displaying important unknowns. A lower known total may omit delivery or installation. Clarify material gaps and recalculate; the normalizer preserves unknowns and reports cost, not the best supplier.

Example: lower EXW price versus clearer FOB quote
Supplier A offers a lower EXW unit price, but tooling is excluded, packaging is unknown and freight is unknown. Supplier B offers a higher FOB price with packaging included, tooling clearly quoted and lead time confirmed.
Supplier A cannot automatically be called cheaper. Add pickup, export and logistics costs, request packaging and tooling clarification, then compare both scopes. If important costs remain unknown, label the estimate incomplete.
Example: machinery quotations
Machine Supplier A has a lower machine price but does not confirm installation, training or spare parts. Machine Supplier B has a higher CIF price with installation guidance, initial spare parts, warranty and export packing.
CIF does not automatically include import clearance, duty, tax, destination handling or final delivery. Normalize those destination costs for both suppliers, and keep installation unknown for Supplier A until clarified. Scope completeness matters as much as the machine price.

Send focused questions for every important unknown, then update the comparison. Review the proforma invoice and beneficiary before payment. The output supports a commercial decision; it does not certify performance.
