Direct answer
The headline freight rate is not automatically the final shipping cost. Build one cost map covering origin, international carriage, destination, customs and delivery. Treat a blank field as Unknown, not zero. A quotation can be valid but incomplete, so compare the known total and the missing material costs separately.
Why freight quotations are difficult to compare
Forwarders may quote different routes, chargeable weights, destination points or service levels. One price may start at a China warehouse while another includes supplier pickup. One may end at a port, another at a business address. Minimum charges, third-party invoices and quote validity can also differ.
Before comparing totals, align the cargo data, Incoterm, route, delivery address, service type, currency and validity date. Use the freight quote request guide to request the same scope from each provider.

China pickup and origin charges
For EXW cargo, ask about supplier pickup, truck waiting time, warehouse receiving, consolidation, carton checks and China inland transport. For FOB cargo, confirm the named port and which seller-side delivery and loading activities are included. A supplier price and a forwarder price can otherwise overlap or leave a gap.
Export customs and documentation fees
Export declaration, document preparation, booking paperwork and special document corrections may be quoted separately. Confirm who supplies the commercial invoice, packing list and product information, and who pays if the declaration must be amended.
Origin terminal, CFS and handling charges
LCL cargo may pass through a container freight station for receiving, measurement, loading and consolidation. FCL cargo may have terminal, gate, equipment or documentation charges. Names and billing units vary by carrier, port and date, so request an itemized origin schedule rather than applying a universal percentage.
International freight charges
Confirm the transport mode, route, service level, carrier, chargeable weight or CBM, minimum charge and whether the amount is prepaid or collect. A port-to-port rate should not be compared directly with a door-delivery price.
Fuel, security and seasonal surcharges
Fuel, security, peak-season or market-adjustment surcharges may be built into the rate or shown separately. Ask which surcharges are fixed for the quotation period, which can change before departure and what event triggers a revision.
Insurance
Insurance is not automatically the same as carrier liability. Confirm whether cargo insurance is included, the insured value, excluded risks, deductible, claim deadline and evidence required. Mark insurance as not applicable only after a deliberate buyer decision.
Import customs clearance
Ask whether the quote includes customs-broker service, entry preparation, disbursement fees and communication during a customs query. Clearance service is different from duty and tax, and neither automatically covers a customs examination.
Duty and VAT/GST
Duty and import tax depend on the destination, customs value, product classification and current rules. Record whether they are included, estimated, paid separately or still unknown. Verify material amounts with the destination authority or a qualified broker rather than relying on a generic freight percentage.
Destination terminal and delivery-order fees

Customs broker fees
Broker fees may cover entry preparation only or include classification assistance, agency communication and disbursement. Ask for the service scope, number of tariff lines included and charges for corrections, examinations or additional documents.
Storage, demurrage and detention
These are often event-driven rather than fixed quotation lines. Confirm free time, who monitors arrival and release, how daily charges are calculated and which party is responsible when documents, customs release or delivery are delayed.
Final-mile, residential and remote-area delivery
Final delivery may exclude residential access, remote areas, liftgate service, inside delivery, waiting time or address changes. Give the full city and postal code and describe the delivery location before booking.
Amazon FBA appointment and pallet charges
FBA delivery may require an appointment, shipment reference, labels, pallet standards, relabeling or waiting time. Ask whether booking, palletizing and redelivery after rejection are included. Do not assume a generic door quote is FBA-ready.
Sensitive-goods surcharges
Batteries, liquids, powders, magnets, chemicals, wood packaging and branded goods can require special documents, packaging or carrier acceptance. Disclose them before quoting. A lower price based on incomplete cargo information is not a comparable offer.
Quote-validity and exchange-rate risk
Record the expiry date, sailing window, currency and exchange-rate rule. Ask whether the rate can change after booking and which charges are payable in local currency. A quote that expires before cargo is ready is only a planning estimate.
How to normalize two freight quotations
- Use the same cartons, weight, CBM, pickup point and destination.
- Convert both quotes to one comparison currency using a recorded rate.
- Separate product, origin, main freight, customs, tax, destination and delivery costs.
- Classify every blank as unknown until confirmed.
- Compare known total and cost completeness side by side.
- Ask the provider to resolve important unknowns before booking.
The result identifies the lowest known estimate, not the best provider.
Questions to ask a forwarder
- What exact origin and destination points does this quote cover?
- Which charges are included in the total and which will be invoiced separately?
- Which costs are estimates or payable at destination?
- Are duty, VAT/GST and customs broker fees included?
- What conditional charges may arise after booking?
- How long is the rate valid and what can trigger a revision?
- Who is the destination agent and who sends local invoices?
- Does the quote include final delivery for this address and delivery type?

Practical comparison example
Quote A has a low headline sea-freight price, but destination handling, customs brokerage and final delivery are unknown. Quote B has a higher freight price and confirms customs-clearance service and final delivery, while duty remains separately estimated.
Quote B has a higher known total and greater cost completeness. Quote A may still become less expensive after clarification, but its current figure is an incomplete estimate. Do not call either provider better until scope, route, timing and service quality are also compared.

What charges are commonly missing from a China freight quote?
Common gaps include supplier pickup, origin handling, export documents, destination terminal or CFS fees, customs brokerage, duty and tax, final delivery and conditional storage or examination costs.
Does DDP mean there can be no extra charges?
No. DDP defines seller obligations contractually, but the actual quotation still needs a written scope. Event-driven costs, incorrect cargo data or services outside the named delivery place may require clarification.
Why is a very low sea-freight quote risky to compare?
The number may cover only the ocean leg or use different cargo, route or delivery assumptions. Treat missing destination and delivery costs as unknown, not zero.
Are destination charges included in CIF?
CIF covers seller-arranged carriage and insurance to the named destination port, but it is not automatically a landed or door-delivery price. Confirm destination invoices and import costs in writing.

Use the same cargo and route, convert currencies consistently, split costs into the same categories and compare both known total and important unknowns.
What does an all-in freight quote actually mean?
