Start with the product specification, not an AQL number. Define the expected product, identify unacceptable departures, classify each departure by consequence, then agree how the inspection sample and decision rules will be applied. The same cosmetic mark can be minor on an unseen surface, major on a premium display surface, or critical only if it creates a safety hazard.
Why vague quality language fails
Words such as "good quality," "no scratches" or "export standard" do not tell a supplier what to control or an inspector what to count. They also make corrective action difficult because buyer and supplier can describe the same unit differently.
Convert expectations into observable requirements: material and grade, dimensions and tolerance, color reference, surface zones, assembly, function, accessories, packaging, labels and approved deviations. Attach drawings, artwork and photographs where text is not enough.
Use a specification and defect catalogue together
The specification defines what the product should be. The defect catalogue defines how departures will be classified. Each catalogue entry should name the feature, defect, severity, location or condition, objective test where possible, image reference and any approved deviation.
Version both documents and identify the version in the RFQ, purchase order or PI. A catalogue that changes after production starts is a commercial change, not a neutral clarification. Record supplier acceptance and the buyer approver.
Critical, major and minor defects
Critical defects
Critical defects can create an unreasonable safety, legal or serious compliance risk for the intended market, or make the product fundamentally unsafe. Examples must be product-specific and reviewed by qualified compliance professionals where necessary.
Major defects
Major defects can materially impair normal use, saleability, required function or customer acceptance. A leak, wrong electrical rating, missing essential accessory or materially incorrect size may be major depending on the specification.
Minor defects
Minor defects depart from the requirement without materially reducing normal function or saleability. A small cosmetic mark in a low-visibility zone may be minor if the written appearance standard permits that classification.
Severity depends on consequence and context, not the supplier's repair cost. A defect can also be classified differently by product, market, user and location.

Measurement, function and appearance limits
For every measured feature, state the nominal value, upper and lower tolerance, units, test location, method and sample quantity. Avoid saying "about 500 ml" when capacity is commercially important. For function, define the setup, repetitions, duration and pass result.
Appearance limits need viewing conditions, distance, surface zones and reference photos where practical. Define acceptable color variation using the agreed sample or color system, not only phone images. If a deviation is commercially acceptable, approve it in writing with the exact SKU, quantity and date.
Packaging, labels and assortment defects
Quality limits should cover unit packs, inserts, accessories, inner packs, export cartons, protective material, sealing and carton marks. Explain whether crushed packaging, wrong assortment or missing pieces affects saleability, damage risk or customs and platform requirements.
Labels need approved artwork, language, model, barcode, warning, country-of-origin and placement checks. A readable barcode is not proof that all regulatory content is correct. Confirm destination-specific requirements separately.
Functional, material, assembly and identification defects
Define function failures, material substitutions, assembly errors, missing accessories and wrong model or SKU separately. Safety-related or regulatory failures need qualified review; a cosmetic issue can be major when it is highly visible or violates a customer requirement. Severity describes consequence, while frequency describes how often a finding appears. Do not confuse the two or impose a universal zero-tolerance rule without product-specific justification.
How defect limits interact with AQL
Defect classification and sampling are related but different. First define which findings are critical, major and minor. AQL is not a maximum defect percentage in the shipment, and a pass does not guarantee zero defects. Sampling risk remains. High-risk products may need tighter controls, additional tests, different inspection stages or full checks of selected characteristics.
Put defect rules into the commercial documents
Introduce key requirements in the RFQ Email Template so suppliers quote the right product. Reference the final specification, approved sample, defect catalogue, inspection rights, correction process and payment condition in the PO or PI. Use the PI & Payment Checklist before deposit.
Do not allow informal supplier substitutions. Require proposed changes to state the affected material, function, dimensions, appearance, cost, lead time and compliance impact. Approve or reject in writing before implementation.

A sharp edge or confirmed unsafe material issue can be critical; leakage, wrong capacity, broken lid or wrong material may be major; a small mark or limited print misalignment may be minor within agreed limits.

A loose sharp pin, broken handle, wrong size, surface mark and wrong packaging label need separate consequence-based classifications.
Electronics
An unsafe electrical condition, failed operation, wrong rating and limited cosmetic mark can have very different severity. Define tests and destination requirements.
Packaging machinery
Missing guarding, failed operation, wrong voltage, a missing spare and cosmetic crate damage require engineering-specific treatment.
