What FOB means in practical China sourcing
For sea or inland-waterway transport, the seller generally moves the goods to the named port, completes export formalities and loads them on the buyer-nominated vessel. Risk transfers there; the buyer arranges main carriage and import work.

Why the named port matters
"FOB China" is incomplete. FOB Ningbo and FOB Shenzhen-Yantian can create different trucking, cutoff, terminal and forwarder arrangements. Identify the port and, where practical, the terminal or agreed point.
Supplier factory pickup and China inland transport
The seller's FOB scope commonly includes transport from its premises to the named port, but the commercial quote should say so. Confirm the pickup address, truck type, loading labour, waiting time, tolls and whether cargo first moves to a forwarder's warehouse. Multi-supplier consolidation may create a different scope.
Export customs declaration
The seller generally completes export formalities under FOB. Confirm which legal exporter and customs agent will file, which documents the supplier provides and who pays correction or examination-related service costs. Export clearance is not the same as import clearance at destination.
Documentation fees
Booking instructions, export documents, bill-of-lading data, VGM records and amendments may carry service fees. Ask for the document name, issuer, billing party and number of included revisions. A generic "document fee" should be explained before acceptance.
Origin terminal handling
Terminal handling may cover receiving, movement or loading-related operations at the origin port. Whether a line is prepaid, included in the supplier price or billed by the nominated forwarder depends on the booking and tariff. Confirm the service and billing unit rather than relying on a port-wide assumption.
CFS charges for LCL cargo
LCL cargo usually passes through a container freight station for receiving, measurement, sorting and consolidation. Warehouse receiving, minimum handling, pallet work and document charges may apply. Ask which CFS is used, its cutoff, charge basis and whether the supplier's FOB amount includes delivery into that facility.
Container-related charges for FCL cargo
FCL operations can involve empty-container release, trucking, gate, seal, VGM, equipment, terminal and late-return charges. Confirm who books the container, where it is collected, who loads it and which cutoff applies. Event-driven charges should not be silently treated as included.
Warehouse and consolidation fees
A buyer-appointed forwarder may receive cargo before the port. Receiving, unloading, storage, carton checks, labeling, palletizing and consolidation are separate services. For multiple suppliers, allocate each charge to the correct shipment scope.
Booking, security and port-system fees
Booking, manifest, security or port-system fees may use different names. Their basis varies by carrier, forwarder, port and date. Request the current schedule and included lines.
Customs inspection or examination costs
If customs selects the shipment, moving, opening, labour, scanning, storage or re-declaration costs may arise. The event is not predictable merely from the Incoterm. Agree who coordinates an examination and how third-party invoices will be documented and allocated.
Loading and equipment charges
FOB delivery requires loading on board, but the operational path can involve factory loading, warehouse loading, terminal equipment and vessel loading. Ask which loading activity each line refers to. For unusual cargo, cranes, special equipment or lashing may require a separate quote.
Forwarder nomination fees
The buyer normally nominates the carrier or forwarder. That provider or its China agent may invoice the supplier for local services needed to meet the booking. Nomination does not make every invoice automatically valid or buyer-side; the parties should compare the invoice with the Incoterm boundary, booking instructions and agreed quote scope.
Why suppliers sometimes complain about buyer-appointed forwarder charges
A supplier may price its usual FOB process, then receive a different warehouse or document schedule from the buyer's agent. Late nomination, vessel changes or missed cutoff can also create costs. Request itemized evidence before assigning blame.

FOB versus EXW origin-cost comparison
EXW can leave factory pickup, export handling and China inland transport with the buyer. FOB normally moves the delivery boundary to the named port and on-board delivery. A lower EXW product price may therefore have a higher known origin total. Normalize each cost instead of comparing unit prices alone.
FOB versus FCA for containerized or nontraditional handover scenarios
ICC guidance notes that FCA may better match containerized cargo delivered to a terminal before loading on the vessel. FCA can also describe handover to a carrier at a named inland or terminal point. Do not change terms mechanically: confirm the actual handover, transport document needs and contract with qualified trade support.

Supplier A quotes FOB Ningbo and confirms factory pickup, export declaration, delivery to the nominated terminal and standard origin handling. Its quotation identifies the port and included services. The buyer still confirms the forwarder's booking and conditional examination or amendment costs.
Practical Shenzhen example
Supplier B quotes FOB Shenzhen at a lower product price, but the buyer-appointed forwarder later lists warehouse receiving, documentation, CFS and nomination charges that were not in the supplier total. Supplier A and Supplier B are not comparable until both origin scopes are entered in the Landed Cost & Quote Normalizer. The lower product price is not automatically the lower known landed cost.
